I can tell you that the smaller the front sprocket is the  
Babooshka
faster it will be I am not sure if you need to do anything with the back

Yes it will. By doing this you are changing the overall final  
sugar crack
gear ratio. It will accelerate faster but won't have as high top end MPH.
